Step 1 — Choose the legal form
To work under your own activity, you need a business form: PFA, individual enterprise, family enterprise or legal entity. Bolt presents the option of registering as a driver with your own company and becoming a partner fleet, while Uber mentions driving under your own company/PFA.
This article covers only the PFA route. If you work through an existing fleet, many administrative obligations may be handled by the fleet, but you should still check the contract and the real responsibilities.
Step 2 — Check the CAEN code carefully
ARR indicates CAEN code 4933 on the documents page for alternative transport authorization. ONRC shows the conversion from CAEN Rev.2 code 4932 to CAEN Rev.3 code 4933, named "Land passenger transport with driver, on demand".
Before filing, check directly with ONRC and with the competent territorial ARR office. Do not rely on old articles or copied information published before the CAEN Rev.3 update.
Step 3 — Obtain the professional driver certificate
ARR requires the professional certificate for drivers carrying passengers under rental/alternative transport rules. Uber lists the driver certificate among the documents submitted through the app or website.
Without the correct professional document, the ARR file may be incomplete and the platform may refuse activation or account maintenance.
Step 4 — Prepare the ARR authorization file
According to ARR's list for PFA, the basic documents are:
- Application form
- Registration certificate or Trade Register certificate
- Professional driver certificate
- Criminal record certificate
- Medical and psychological approval of the holder marked "APT" (fit)
- Proof of payment of the issuing fee (RON 300)
Documents are filed with the competent territorial ARR agency for the operator's registered office or domicile. ARR has also published the clarification that authorizations are no longer issued for secondary offices, working points or branches.
Step 5 — Obtain the certified copy for the car
After the authorization, you need a certified copy for the car. ARR indicates:
- Application form
- Alternative transport authorization
- Vehicle registration certificates and identity cards
- Self-declaration that the vehicles meet the conditions
- Rental, authenticated loan-for-use or leasing contracts, where applicable
The fee published by ARR for the certified copy is RON 100 per year. Before payment, check whether the tariff or treasury details have been updated.
Step 6 — Obtain the badges
ARR states that two badges are issued for each vehicle for which a certified copy was previously issued, after presenting an affiliation contract with at least one digital platform operator. The published fee is RON 8 for two pieces.
Badges should be treated as vehicle-linked documents, not transferable accessories between cars.
Step 7 — Upload the documents required by the platform
Uber lists for Romania: driving license, ID card, driver certificate, criminal record, traffic record, driver photo, ANAF intra-community VAT certificate, RON bank statement, alternative transport license and employment contract, Revisal report or self-declaration.
Bolt's fleet guide mentions: alternative transport authorization, company/PFA documents, VIES registration certificate and legal requirements for alternative transport.
Platform requirements can change, so the final check should be made directly in your partner account.
Conclusion
Registering a PFA for Uber or Bolt does not stop at the Trade Register. The verifiable steps are: PFA with the appropriate activity, verified CAEN code, professional certificate, ARR authorization, certified copy, badges, intra-community VAT/VIES code and the documents required by the platform used.
