Choose your CAEN code
Day 1Ridesharing activity is registered under CAEN code 4933 (Rev.3) – Passenger land transport with driver, on demand. This is the updated code under CAEN Rev.3 and is required to obtain the ARR authorization.
Submit your file to ONRC
Day 1–2Online at onrc.ro or in person. The file includes: application form, ID, proof of professional address and signature specimen.
Receive your CIF
Day 3–4Within 2–3 working days you receive the registration certificate with your tax ID (CIF). Your PFA legally exists from this point.
Open a dedicated PFA bank account
Day 4–5A separate account for PFA activity makes it easy to track income and expenses. Any Romanian bank works.
Obtain the ARR authorization
Day 5–7The final step: the alternative transport authorization file at ARR. We guide you through every document and prepare Annexes 1–4.

PFA is simpler and cheaper to run — no transport manager required, no share capital. SRL becomes advantageous at higher income or if you want to hire other drivers. Note: the micro-enterprise SRL threshold drops from 250,000 EUR (2025) to 100,000 EUR from 2026. We help you choose correctly for your situation.
Typically 2–3 working days at ONRC for the registration certificate. The full ARR authorization file can take another 3–5 working days depending on how quickly you gather your documents.
Yes, both are mandatory. PFA = legal form (registered with ONRC). ARR authorization = the right to carry passengers on digital platforms (Uber, Bolt etc.). Without the ARR authorization you cannot operate legally.
Yes. The most common approach is a comodat contract (free loan agreement) between yourself as an individual and yourself as a PFA. We explain exactly how to do this correctly, included in our guide.
It's not legally required. You can keep your own records (income and expense register). If you prefer an accountant, the cost is generally low compared to an SRL. We don't impose any accountant.
Uber and Bolt require a VIES intra-community VAT registration certificate to activate on their platform. This is obtained from ANAF after your PFA is registered and proves you are VAT-registered within the EU. We walk you through the steps in our guide.
