Legally mandatory
Law 236/2019 requires every alternative transport operator (Uber, Bolt, Free Now) to hold an ARR authorization. Without it, your driver account cannot be activated on the platform.
Per operator + per vehicle
The ATA authorization is issued to the operator (PFA or SRL). Each vehicle you operate with additionally requires a certified copy (CC ATA) — 100 RON/year.

Verify your legal entity
BeforeYou must have an active PFA or SRL registered with CAEN code 4933 (Rev.3) at ONRC. Without this, ARR will not accept your file. Don't have a legal entity yet? We can help you register.
Obtain medical and psychological clearance
Day 1–2A medical and psychological certificate marked APT is mandatory for each driver. Validity: 1 year. Obtained from an authorized occupational medicine clinic.
Obtain criminal record certificate
Day 1–3Criminal records are obtained free of charge online at e-gov.ro or in person at a police station. Validity: 6 months. Required for each driver — and for the transport manager (SRL).
Obtain the professional attestation certificate
Day 3–7Drivers must hold a professional attestation certificate for passenger transport in rental regime, issued by ARR. If you don't have one, we direct you to authorized training centers.
Submit the file to ARR
Day 7–8The complete file (Annex 1 + documents) is submitted at the territorial ARR office in the county where your registered address is located, by appointment. We prepare and check the entire file before submission.
Receive ATA → Certified copy → Badges → Active on Uber/Bolt
Day 8–25ARR issues the ATA authorization within max. 15 working days. You then obtain the certified copy (Annex 2) per vehicle (100 RON/year) and badges (Annex 4, 8 RON/2 pcs.) with your affiliation contract.

ARR authorization questions answered
The ARR authorization (ATA — Alternative Transport Authorization) is the document issued by the Romanian Road Authority that allows you to operate on digital platforms such as Uber or Bolt. It is mandatory under Law 236/2019 on alternative transport. Without an ATA, the platform cannot activate your partner account, regardless of whether you have a PFA or SRL.
The ARR fee for issuing the ATA authorization is 300 RON. Additionally, per vehicle: 100 RON/year for the certified copy (CC ATA) and 8 RON for 2 badges. These fees are officially set by ARR.
ARR has a legal deadline of a maximum of 15 working days from the submission of the complete file. In practice, processing can be faster. Preliminary documents (medical clearance, criminal record) can take 1–7 days depending on availability. Total estimated time from scratch: 3–5 weeks.
These are three distinct documents, all mandatory: (1) ATA = the operator authorization (PFA or SRL) — submitted once; (2) CC ATA = certified copy per vehicle — 100 RON/year, obtained after the ATA, required for each car you operate; (3) Badge = physical badge displayed in vehicle — 8 RON / 2 pieces, obtained with your Uber/Bolt affiliation contract.
The certified copy CC ATA is issued for 1, 2 or 3 years and must be renewed periodically (100 RON/year). The vehicle must not exceed 10 years of age at the time of CC ATA expiry. The main ATA authorization has no short expiry — but component documents (criminal record, medical clearance) have their own validity periods and must be kept current.

No. The ATA authorization is one per operator (PFA or SRL). What repeats per vehicle is the certified copy CC ATA (100 RON/year) and badges (8 RON / 2 pcs.). Authorizations are no longer issued for secondary offices or work points — per the final court ruling of February 2025.
Uber and Bolt require a VIES intra-community VAT registration certificate to activate on their platform. It is obtained from ANAF after registering your legal entity and is separate from the ARR authorization — but both are required before your account can be activated.
