What the ARR authorization means
The ARR authorization for alternative transport is the document through which the Romanian Road Authority allows an alternative transport operator to provide passenger transport with a car and driver. ARR states that alternative transport should be carried out only when the operator cumulatively holds the authorization, the certified copy and the badges.
In practical terms, this is not merely a personal approval for a driver. It is part of the authorization of an operator, which may be a PFA, individual enterprise, family enterprise or legal entity, depending on the chosen business form.
Documents needed for the authorization
ARR lists the following for issuing the alternative transport authorization:
- Application form
- Registration certificate or certificate from the Trade Register
- Professional certificates
- Criminal record certificates
- Medical and psychological approvals, as applicable
For legal entities, ARR also lists the professional competence certificate for the alternative transport manager. For PFA, individual enterprise and family enterprise, ARR refers to the professional certificate of the driver and the medical and psychological approval of the individual holder, marked "APT" (fit). For SRL or other legal entities, the file includes documents related to the alternative transport manager.
Fees published by ARR
ARR's alternative transport authorization page indicates the following fees:
- RON 300 — issuing the alternative transport authorization
- RON 100 per year — the certified copy
- RON 8 — two badges
These amounts should be checked before payment because public fees and treasury details may be updated. Badges are issued for cars for which the certified copy has already been issued, after the operator presents an affiliation contract with at least one digital platform operator.
Certified copy and badge
The certified copy is linked to the vehicle used for the activity. ARR indicates the following documents:
- The alternative transport authorization
- Vehicle registration certificate and identity card
- Self-declaration that the vehicle meets the legal requirements
- Rental, authenticated loan-for-use or leasing contracts, where applicable
The badge is the visible proof attached to the authorized vehicle. Without the certified copy and the corresponding badge, having an active platform account does not by itself cover ARR authorization obligations.
Relationship with Uber and Bolt
Uber lists for Romania: driving license, ID card, driver certificate, criminal record, traffic record, ANAF intra-community VAT certificate, RON bank statement and alternative transport license.
Bolt states that specific authorizations and documents are required for alternative transport, and its fleet guide explains the collaboration options: driving under an existing fleet, registering with your own company/PFA, or registering only as a fleet owner.
